How should I read these two lists together?
On the issuance list → neither virtual nor physical cards; SAVE2 and DZ100 have no eligible order.
On the delivery list but not the issuance list (for example Egypt, Palestine, Tunisia) → physical delivery is blocked; DZ100 cannot complete a shippable physical order. Virtual-card eligibility still depends on what the app allows for your account.
